mathlib-fp 2.3.1

Version 2.3.1 is a documentation patch release. It refreshes the comparison guide for Pascal mathematics and numerical libraries, and carries forward the 2.3.0 numerical runtime without changes to algorithms or public APIs.

Documentation

• Added relevant machine-learning, multiprecision, and engineering library references to the comparison guide.
• Reframed the guide around each project's strengths, with factual notes on compiler support, licensing, and project status.
• Removed the guide's roadmap-style gap list and kept release capability details in the capability inventory.
• Kept the v2.3.0 documentation in the versioned-site build as it moves into the historical release set.
• Carried forward the unchanged numerical-evidence catalogue from 2.3.0 and recorded that provenance in the release-specific catalogue.
